Ginpasaka sang National Disaster Risk Reduction and Management Council (NDRRMC) sa red alert status ang ila Operations Center kag gin-activate na ang mga response cluster agud italana ang mga lead agency nga magapamuno sa response operations.
Suno sa ahensya, gin-activate ang response clusters bilang response sa mga mabaskog nga linog nga nagtay-og sa Manay, Davao Oriental.
Ang NDRRMC ang ginamanage sang Office of Civil Defense (OCD).
Sa idalum sang red alert status, ginmanduan ang OCD nga magmanage sa logistics kag early recovery samtang ang Department of Social Welfare and Development (DSWD) naman ang responsable sa pagpanagtag sang mga pagkaon kag non-food items, camp coordination and management kag proteksyon sang mga internally displaced persons (IDPs).
Suno sa OCD, ang pagpasaka sang alerto sa pinakamataas nga level ang nagamando sa mga representatives nagikan sa Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), at Philippine Coast Guard (PCG), gayundin sa mga technical personnel mula sa Department of the Interior and Local Government (DILG), DSWD, Department of Public Works and Highways (DPWH), kag Department of Health (DOH) nga mag-duty sa physical operations center sa Camp Aguinaldo.
